中国科学院海洋研究所始建于 1950 年 8 月，是从事海洋科学基础研究与应用基础研究、高新技术研发的综合性海洋科研机构。前身为中国科学院水生生物研究所青岛海洋生物研究室，1954年1月改建为中国科学院海洋生物研究室，1959年1月扩建为中国科学院海洋研究所，是我国规模最大的多学科综合性海洋科学研究机构。全所现有职工628人，其中科技人员461人；有中国科学院院士5人，中国工程院院士1人，第三世界科学院院士1人；研究员81人，副研究员、高级工程师81人，中级科技人员204人；博士生导师70人，在学博士生111人、硕士生96人，在站博士后12人。
2001年4月海洋研究所进入中国科学院知识创新工程试点序列。根据试点方案要求，海洋研究所面向国家对海洋资源与生态环境可持续发展的战略需求，面向海洋科学前沿，在蓝色农业优质、高效、持续发展的理论基础与关键技术，海洋环境与生态系统动力过程，海洋环流与浅海动力过程和大陆边缘地质演化与资源环境效应四个领域的9个科学方向上开展基础性、战略性和前瞻性研究。
为加强原始科学创新和关键技术创新与集成，设置了实验海洋生物学与生物技术、海洋生态与环境科学院重点实验室和海洋环流与波动、海洋地质过程与古环境开放实验室等4个基础性研究室，以及海洋生物工程技术和海洋环境工程技术2个研究发展中心；还有中国科学院胶州湾生态系统研究站和中国科学院海洋生物标本馆；与国外同行共建了中美联合海洋生态系统动力学开放实验室、海洋环流与气候环境联合研究中心、中日海洋腐蚀环境共同研究中心；还和青岛市共建了海洋生物技术和海洋环境腐蚀与防护两个重点实验室。此外，还设有文献信息中心、分析测试中心，及一支包括“科学一号”、“金星二号”在内的海洋科学考察船队。
海洋研究所是国务院学位委员会批准的海洋科学一级学科博士学位授予单位，设有海洋生物学、海洋地质、物理海洋学、海洋化学和环境科学5个博士点；海洋生物学、水产养殖、渔业资源、海洋地质、物理海洋学、海洋化学、环境科学和气象学8个硕士点；还设有海洋科学博士后流动站。
50年来，主要在海洋生物分类区系、实验海洋生物学、海洋水产养殖生物学、海洋生物技术、海洋生态学，浅海动力过程、海洋环流与气候环境、海洋地质动力过程与古环境、海洋地球化学、海底岩石圈构造，化学海洋学、海藻化学和海洋资源化学，赤潮与海洋环境科学，海洋工程环境、海洋腐蚀与防护等方面的研究中，做了许多开创性和奠基性的工作，取得了500多项科研成果，其中获国家二等奖以上和中国科学院、省、部（委）一等奖以上的成果70余项。

中国科学院水生生物研究所青岛海洋生物研究室更名为中国科学院海洋生物研究室，直属中国科学院。有工作人员220人；主任童第周，副主任曾呈奎、张玺。

中国科学院海洋生物研究室扩大建制为中国科学院海洋生物研究所。有工作人员500人；所长童第周，副所长曾呈奎、张玺、孙自平。

IOCAS was established on August, 1950, and it is a multidisciplinary research and development institute in marine science in China.
IOCAS is one of the organizations for strategic test on national intellectual property authorized by the State Intellectual Property Office of China (SIPO). IOCAS is also a key center for graduate education and training in marine science in China. It offers Ph.D. degree in 9 research areas and M.S. degree in 11 research areas. It also provides post-doctoral research opportunities in marine science. IOCAS currently has 600 employees, among which are 400 research staff, including 200 senior scientists. Among the research scientists, 4 are academicians of the Chinese Academy of Science (CAS) and 2 are academicians of the Chinese Academy of Engineering (CAE), and 106 are Ph.D. supervisors.
Since its establishment, IOCAS has focused its research of the nation’s needs and frontiers in oceans science in the world. Basic research and technology development on Environment-friendly, high quality and efficiency, and sustainable marine aquaculture; the dynamic and processes of marine environment and marine ecosystem; ocean circulation, wave dynamics and processes in marginal seas; and geological evolution of continental margins and its impact to the environment and natural resources have always been the major research areas. In the last 50 years, more than 800 creative and innovative achievements have been fulfilled. Among these, 6 were recognized by the international organizations, 5 received first-class and 8 second-class national awards, 14 were awarded by the National Scientific Conference, and 99 were awarded by different ministries and local governments. We are proud that IOCAS has made great contributions to the nation’s development in economy, defense, science and technology, and many other sectors.
